Not fixed. I just got this myself when doing some level 1 missions for another faction to see their lp shop stuff. Six missions, 2 of which gave 0.0%, 4 gave 0.0001%. At that rate, it will take a very long time to get to level 2 missions. --- ...

Yeah, specially level 4 give decent gains. I just did a lvl 4 drone mission and got +3.2% sec from it. Agression is -0.5% and ship destruction is -2.5% so basicly you can kill someones ship for every mission. --- The Eve Wiki Community Portal...
